not just a new two-year session, but a real historical moment in sacramento with two-thirds democrats, as well as a democratic governor. it's an opportunity that the majority party is mindful of not squandering and with regards to initiatives that we'll see this year, i think the vlf is something that is being talked about as another opportunity for transportation funding at the state level, something that previous administrations have not wanted to look at in terms of bringing that state vehicle license fee back up to historical levels. if that happens, i think we in san francisco have to be mindful that we uniquely already have that authority and to the extent that the state chooses to embrace that authority, where do we stand? since conversations are underway in san francisco about how to spend our own vlf, i think we need to take a strategic, somewhat defensive position to make sure that we don't lose that to the state's interest, valid as it is, to invest at the state level. the governor released his budget, which most of you know, just recently. it's pretty good for transportati

in lake tahoe, 45 yosemite and 57 degrees in the sacramento valley. looks like our futurecast model is keeping things nice and clear. you have that huge dome of high pressure overhead no fog to speak of. we may see a couple of patches of fog return to the coastline toward the weekend but in the meantime, nice and clear for today. sunny and bright and really some nice temperatures to go along with that likely to see some 60s beginning to pop up in the south bay. 61 degrees in san jose. about 60 in sunnyvale and about 61 degrees in redwood city. temperatures a little bit cooler into the east bay but not bad. mostly sunny all day long. inside the bay sunny 60 in oakland, 62 santa rosa, 57 mill valley. so looking out over the next few days, it looks like a return to some spring-like conditions outside. mid-60s maybe even a little warmer on friday and into saturday. looks like the temperatures may begin to col down just a little bit as we head in toward the beginning of the next week. next week we start to talk about rain but for at least the next f

will start kicking off this afternoon in sacramento. it will feature both 2010 and 2011 trophies and the first bay area start will be monday an exact time and location has not been revealed yet. >>> we have some good news on the crash and all lanes have been opened and there may be some activity on the shoulder. i want to show you a map of the area, the crash was right there and the traffic will be a little bit heavy as you drive through although it's much better. if you drive from vallejo to richmond it will be a little extra slow and you might want to leave the house early if you can. if you can get on the road, you do yourself a big favor or you can use highway 4 as an alternate if you are going to contra costa. we are backed up for a 10 minute delay and there is no major problems on the bridge itself. if you are driving on the south bay, steve and i have been talking about the fog and this is downtown san jose, there is a little bit of fog throughout the valley. >> san jose is showing up later and it is in place especially inland areas. lots of 40s elsewhere, and that's going
